Ministry of Finance stood up for Russian banks. Representatives of the Ministry of Finance accused the British Financial Services Authority (FSA) that it unfairly restricts domestic banks and unwilling to cooperate with the Federal Service for Financial Markets, according to Vedomosti. In particular it is a limitation of the investment fund «Pamplona Capital Management», an affiliate of Alfa Group. This company has acquired 10% of the insurance syndicate «Chaucer». A little later there was a desire to acquire an additional 30% stake in the organization. However, the FSA has not given permission to the deal because of communication «Pamplona Capital Management» with Alfa-Group. Russian officials tried to persuade the British regulator's reliability structure Mikhail Fridman. It is not known whether managed to reach a compromise on this issue or not, but «Pamplona Capital Management» intends to reapply for the purchase of shares in selected companies. Earlier problems with the FSA had "VTB". President of the Bank, Andrei Kostin, complained that the English branch «VTB Capital plc» was set minimum capital adequacy ratio of 15%, higher than any other British banks. The British regulator has an individual approach to financial institutions, but the Russian authorities apply the same standards for all institutions, regardless of the origin of capital. The Federal Financial Markets Service offers to sign a memorandum with the FSA, but the latter did not show much interest.
