The economic crisis has specific requirements to the pace of implementation of the Foundation's programs of assistance to reforming housing entities of the Russian Federation. This applies to both programs overhaul of apartment buildings, and move people out of emergency housing. In 2008, the program overhaul of apartment houses and resettlement of the emergency shelter housing aid provided financial support to regions in the volume of 45.7 billion rubles. In addition to these funds, which themselves are a powerful incentive for the construction industry in the regions of Russia, 3 December 2008 launched a program of "50 billion" - co-funding to move people from emergency housing with the need to stimulate the housing market. In the framework of the regions were given the opportunity to get on moving people out of housing 50 billion rubles, according to a simplified scheme. Within two months of the application approved by 25 regions of Russia, which listed more than 9,5 billion rubles. Thus, from its inception Utilities Fund handed subjects of the Russian Federation to co-finance regional programs overhaul and move people out of emergency housing 54.6 billion rubles, which not only improved the living conditions of more than 5 million citizens, but also to ensure the work of hundreds of thousands of construction workers. Another anti-crisis measure, carried out by utilities in accordance with the amended 185-FL is the decline in regional share of co-financing programs, overhaul and move people out of emergency housing. With this in January 2009, about thirty subjects of the Russian Federation expressed their willingness to pick up this year, the entire amount of funds allocated limits until 2011. In total, it is estimated that in 2009 subjects of the Russian Federation will submit applications to the Fund amounting to 110 billion rubles, which, inter alia, will provide employment for over 1.5 million construction workers. In addition, according to preliminary estimates, in 2010-2011, the Fund will be able to provide housing regions of the Russian Federation, financial support amounting to more than 90 billion rubles, including funds derived from the placement of temporarily available assets of the Fund in the financial market.
