Agency for Housing Mortgage Lending (HMLA) in 2011 will seek to protect borrowers from the so-called "predatory mortgages". "These payments shocks, as shown by the crisis, have led to the fact that many citizens were forced to restructure their loans are not always on acceptable terms - said Semenyaka. HMLA was created by the Russian government in 1997 to provide liquidity to Russian commercial banks providing long-term housing loans to the population, through the purchase of claims on such loans.
